With the UK government reviewing how the economy can be returned to growth, PPL has outlined key areas for development in the creative industries.

Background
Following the 2010 Spending Review and subsequent cuts in public funding, the UK government is now focusing on returning the country to long-term economic growth.

In November 2010 the government launched the Growth Review to thoroughly assess policies that could be holding back growth of investment and business recruitment. It is a rolling programme designed to last the entire current parliamentary term.

The first phase of the Growth Review was implemented in the 2011 Budget. A progress report, Plan for Growth Implementation Update, was published in July 2011, with the second phase due to be reported in the autumn.


PPL’s response
PPL welcomed the government’s focus on the digital and creative industries as the sector performed well in the recession.

PPL outlined three key areas that hold back the effective licensing of music: bringing competition policy up-to-date for the digital market; completing reform of the Copyright Tribunal; and reducing online piracy.

PPL are also investing in new systems now crucial in modern licensing, including leading the creation of a Global Repertoire Database.
